The Afghanistan Research and Evaluation Unit (AREU) is a premier, independent and impartial research organization based in Kabul.  It envisions of an Afghanistan where policy decisions are made by evidence, open debate and widespread public awareness in the belief that this will better reflect the priorities of Afghans.

AREU’s mission is (i) to inform policy and practice through conducting high- quality, policy-relevant research and actively disseminating the results with relevant stakeholders, and (ii) to promote a culture of research, learning and knowledge contribution.

AREU was established in 2002 by the assistance of international community working in Afghanistan. AREU’s predecessor, the Strategic Monitoring Unit, was first envisaged as part of the UN’s 1998 Strategic Framework for Afghanistan. It was thought that the development of an independent analytical unit could provide the capacity to help the assistance community, governmental and non-governmental decision and policymakers, international and national stakeholders measure progress against strategic objectives, and to document how principles are being applied on the ground.

AREU is the main source of standard qualitative research for experts and academic community on Afghanistan. It has gained a reputation as a trustworthy and independent organization that produces rigorous, substantive, timely and evidence-based research. It also serves as an important source of information for local and international development agencies working in Afghanistan and is often the first point of call for visiting researchers, scholars, journalists, consultants, and officials.

AREU houses in-house researchers while also maintaining relations with a wide range of long-term research consultants who understand the nature of AREU’s work and are experts in their fields.

AREU is governed by a Board of Directors comprised of representatives from the United Nations,  embassies, multi-lateral agencies, and non-governmental organizations.

AREU is guided by its Core Values of excellence, inclusion, objectivity, resilience, accessibility, mutual respect, and flexibility.
