This report describes the methods that are to be used to identify key village variables that might help account for ‘village behaviour’ and explain how these link to potential or actual public good delivery outcomes in Afghanistan. It is argued that this understanding will allow a preliminary characterisation of village preconditions before programmatic interventions engage with villages. This may allow a
clustering of villages that are similar and different with respect to the potential generation of public goods. Such differences need to be systematically addressed both in programme design,implementation, monitoring and evaluation. |
