Based on consultations held with 70 people from the United Nations (UN), aid donor countries, the Afghanistan Interim Administration (AIA), ISAF, Coalition Joint Civil-Military Operations Task Force (CJCMOTF) and nongovernmental organisations (NGOs), this study identifies the issues related to strategic coordination and calls for a rigorous examination of the international assistance effort’s effectiveness and impact, intended or otherwise.
